At RoseWind Cohousing we do not allow proxy for consensus decision making. 
Someone who isn't at the business meeting can submit their input via email, or 
in writing or talking with another member who can share it at the meeting. This 
may affect the thinking of those present at the "live" consideration of the 
proposal. But we don't allow proxy "votes" in the consensus, as a very useful 
aspect of our CT-Butler-based consensus process is that in addressing concerns, 
the proposal may evolve at the meeting where it is discussed. The give and 
take, the hearing by a whole group of other people at once, often leads to 
creative solutions that were not part of the proposal we started with. This 
then can be approved by those at the meeting. 

So far, we have not come up with any electronic equivalent to an in-person 
group sharing and evolving ideas.
