I for one wouldn't want to undermine the rare good move on housing by our City Council, namely its ordinance requiring preservation of these SRO units. If an affordable housing developer wanted to combine a sprucing up of one of the places with introduction of some social amenities based on the cohousing concept, I'd cheer, as long as housing is preserved for the same population. But given that it's relatively transitory, I doubt if much along those lines would be successful.
