Specifics of blocking process: If someone objects using the downthumb, they will be asked to answer the following questions: (1) what agreed-upon community values are being served by stopping the proposal? (2) what group interest is not being served by moving forward (safety, liability, legality) (3) how does stopping this issue going forward serve the community? (4) what do you think will happen if this issue does forward?
