My understanding of the use of a health aide at the senior co-housing in
Davis, CA, is somewhat dated (I haven't discussed the arrangement with
anyone involved there recently). It is that this is a shared community
resource, not arranged through an agency. The room rented out is an
offset of wages, and the community is the employer.
There are many, many undocumented people here in CA too, but in this case, that is not necessarily the target employee. The target is someone who happens to be able to live onsite who also has qualifications as a health aide, perhaps providing a bit of care to each household once or twice a week. . . . may or may not be undocumented, but willing to earn health aid wages offset by rent. Clearly that limits the employee pool.
When a given household has needs that go beyond what is divvied amongst residents, then arranging more care for a needy individual, through an agency or whatever, is up to that individual's care team (which might include members of the community), but does not include the common house/extra room.
