It varies a lot. Over time, some have been highly participatory, others are seen but rarely. I think it's safe to say that families selected by the city did not start out seeking cohousing; they were mostly looking for an affordable solution in a location that works for them. Some adapt to the ways of our tribe, some do not. But the same might be said about the market rate units.
