When your resources are such that you can't
keep up with your debts, the last thing you want to do is create more
debt. Lending money to someone so they can pay the increase you're
asking for really isn't helping. That is, unless it truly is a short
term temporary matter, in which case people generally find their own way
to deal with it.

When someone says they can't afford the condo fee
increase they generally mean it's going to be a hardship. If that's so
it might mean they're already spending a disproportionate amount of
their income on housing. That gets into a whole other discussion on
housing affordability, housing subsidy and more.

Speaking as one who
struggles to keep up with housing costs, in a project that went way over
projected costs.
