The requirement for having such a service can be written into the bylaws. And only one more tidbit — Dancing Rabbit, an off the grid intentional community in MO has different kinds of dwellings, each with their own arrangements, financial plans, and housing type. One person was living in a tent, year around. Another was building a house with 8 very, very small bedrooms and a tiny common space. He wanted to live carbon neutral. It might be worth talking to someone there about what has worked and what hasn’t. I think they have decades of experience.
