elliot - the number of rentals allowed is an important consideration. it has to 
do with whether or not your community is a residential or a commercial rental 
community. you may want to check with your planning office and find out if 
there are limitations on what percentage of a development can be rental before 
it is classified as commercial.
there are also issues around financing and fha which is also concerned about 
whether or not community is residential or commercial residential. seems like 
there are also issues around reverse mortgages, but i don't know details about 
those. when a community has common space and structures and all own undivided 
shares in those area - if there are too many 'commercial owners' that also is a
