Cohousing-L Mailing List: Threat of blocks

I understand that threats of blocks/red cards is a bad thing for two
reasons:
1) It cuts off discussion of the proposal being blocked
2) Repeated threats may result in a community being afraid to discuss
issues which have had threats in the past.

Now, I know that I did not come up with this analysis, but I can't seem to
find where I read this. Can anyone on the list help me find the reference?
