There is a long thread in the archives about this. The ultimate solution was get the person professional help. This is a serious problem that is not likely to resolve itself. And could become dangerous in one way or another to the community. Cities have social workers who can intervene in such situations if there are no family members to assume responsibility. If the person is a senior, you might also contact a Senior Center to see what services they have available or can refer you to.
