Our Milagro Alert System is an aggregate of several services.
I created a Slack App on our Slack instance to utilize Webhooks 
<https://api.slack.com/legacy/custom-integrations/outgoing-webhooks>* on our 
#alerts channel. 
When a user posts a message to the #alerts channel the Webhook calls a short 
PHP script I wrote (that is hosted on another server). 
The PHP script generates an email with content of the post and sends to two 
mailing lists, an “Alerts" Google Group and our general mailing list Google 
Group.
The "Alerts" Google group contains the email address version 
<https://when2work.com/help/emp/find-text-address/> of the text (phone) numbers 
for all the residents who have opted into our Alerts service. 
So..if I post on Slack, my message will get sent to our main email mailing list 
and it will ping everyone who has signed up for alerts on their cell phones.
If you would like more details and a sample of the script I wrote, let me know. 
*In writing this message I see that Slack has now depreciated Webhooks, so I 
will need to update our system at some point in the future...perhaps utilizing 
their Events API.
