Sharon V of Takoma Village sent me a private response months ago saying
they had tried shared services re I think child care and were warned it was
a legal nightmare.

Maybe that's unique to the District of Columbia, which alas is unique
(almost) in its inability to get right to vote and self govern, but I think
you'd better check with local attorney before implementing
