Enforcing things in a residential context is more like figuring out what works and what doesn’t work given the particular people who live in your particular community. While there are many commonalities and ideas sweep across from community to community, it is more like figuring out how you get things done with the resources you have. And eliminating those things you can’t handle or do as well as you would wish. It’s a developmental process. Then the neighborhood changes and you start over again.
