Hi Petra. I went on to your community's website (which is beautiful by the
way) looking for information about your chosen structure of governance
(method of community decision-making). I did not find anything specific on
this topic. And you did not mention any form of a governance structure in
your email.

My community uses sociocracy. You can find more information at

sociocracyforall.org.

This structure seems to work pretty well; it requires buy-in from everyone
in the community and a commitment to meeting formats and record-keeping
processes that take a bit of effort. But it makes enforcing rules less of
an issue since the community makes decisions by consent.

I'm sure there are other governance structures that are worth considering.
But it does sound like that's where your group needs to focus.
