“Fair” is a tough one:  Unit size can be taken as a rough proxy for wealth and 
income; but per person tends to be a pay-as-you-go, per-use ethic (not an 
“we’re all in this together” communitarian concept); and any fee that's the 
same for each instance — like a $2.50 toll or a $50 marriage license — falls 
regressively more heavily on lower-income parties.  ???

At Cornerstone in Cambridge, we have our own complexity of fee calculation, 
some of which is due to a physical plant that includes both row houses and 
apartment buildings.  But our biggest worry remains that rising costs might 
drive out a valued friend and neighbor … which sometimes trends toward 
postponing maintenance and replacement projects.  We’ve not yet found any model 
of fee jiggery-pokery that translates reliably into progressive taxation.
