All things that are labelled medically efficatious are tested and controlled 
for certain circumstances. Just because diuretics and statins are considered 
helpful for heart conditions doesn’t mean they are helpful for anyone else. 
They are approved for use under medical supervision for diagnosed diseases. 
They aren’t passed out with desserts or added to the soup.

Second hand smoke is still exposure, but exposure from inside one unit to other 
units or common spaces can be corrected.
