Another reason for not filling 20% with occupants younger than 55 is that in a given year you could have some unoccupied units so that fewer than 80% are occupied by at least one person 55 or older and you could lose your 55+ status permanently. It is the occupants that count, not the owners. Unoccupied units don't count.

People leaving seem to go in waves. At one point we had 4 units up for sale and some of them were unoccupied. I believe there is a grace period during the initial sales and occupation, but these were all resales. At the same time we also had one person who was away for a year's sabbatical and her home was unoccupied while she was gone.
