Bob, Here at Nyland our Bylaws require the homes to be owner occupied. We have incorporated the 14 or so renters by renting portions of the homes. In almost all instances these spaces are not self-sufficient so the household ends up sharing portions of the house like the kitchen, living and dining rooms. Some people are doing this to help pay the mortgage and some are just wanting to share their homes with others. Regarding the participation of renters in the community, it has been my experience that many of the renters (including myself) are some of the more active people living here. We have had very few experiences with renters who really didn't want to be involved with the community. For that matter there are a handful of owners who choose to be minimally involved.
