Hi Lynn! (and everybody!)
Sorry--I should have specified. I am only talking about the "capital
intensive" or "build-from-scratch" model in which the project is designed
as one comprehensive plan and then built all at once. Lot-development model
is a whole different animal. So is retrofit.
