I was referring to the written form that most people try to understand -- the original RRO will drive you to drink in distinctions that are far, far from the concerns or experience of most of us who have not had to cope with the intricacies of parliamentary discourse. If you watch the modern day version of the discussion in the House of Lords, you get the gist. It's on one of the C-Span channels regularly.
