The Wild Sage community in Boulder has a City-mandated affordability aspect 
(for the cohousing neighborhood and a larger neighborhood of 300 homes) such 
that the house prices will be initially low (assisted by Habitat for Humanity 
and another sweat-equity organization), and maintained as affordable 
perpetually. You might check with them...
