At Heartwood Cohousing (SW Colorado),  we don't have any closed team
(committee) meetings.  One of the checks and balances in our system is that
anyone can participate on any team at any time.  That allows us to delegate
a lot of authority to teams while allowing interested members to get
involved without getting the whole community involved.  Team meeting agendas
are posted in advance (at least they're supposed to be   :-) so everyone
knows what issues will be addressed at upcoming team meetings.  Someone
sitting in with a team for just some certain issue important to them is
expected to do their homework by getting background info and participating
in discussions, rather than coming into the process at the 11th hour when
it's time to make the decision.
