I agree - I cannot imagine such a thing. It would immediately raise suspicions I'm sure. Here we strongly encourage people to go to any meeting with a topic of interest to them. It is important to get all the strong views on the table early on rather than at the end when most of the work has been done. A decision made at a closed meeting can always be shot down by group consensus anyway, so why not solve the hard issues up front?
