This is only a moderately informed contribution to this discussion but I
thought folks might be interested in the following stats. [I say only
moderately-informed because I know the following numbers are correct,
but I don't understand the general conversation (or statistics
themselves) well enough to comment about the overall meaning of this]

According to HUD for 2003 in the Washington DC Metro area the median
family income is $84,800. For for the purposes of Community Development
Block Grants, the following families count as "low-income":

- families of 5 with an income of $61,000
- families of 4 with an income of $56,500
- families of 3 with an income of $50,850
- Families of 2 - $45,200
- families of 1 - $39,550.

"Very Low Income"

- families of 5 with an income of $47,000
- families of 4 with an income of $43,500
- families of 3 with an income of $39,150
- Families of 2 - $34,800
- families of 1 - $30,450.
