I don't have a job description but advice -- do not hire an inexperienced
person. This is the most important job in your project and will either save
or cost you hundreds of thousands of dollars and years of fixing their
mistakes. If no one else would hire them for this job, don¹t you hire them
either. 

Inexperienced groups need experts, not people who are learning on the job.
