Should individual "sponsorship" be allowed of community property?

Keeping things "equal" in money matters is impossible when in this
society your race, sex, and your parents' economic status have a lot
more to do with your earning power than how hard your work.  
I would say that "poor" is a state of mind,  more than a state of
income.  I have found that there are plenty of people who have a large
amount of money who see themselves as "poor."  There is too poor to pay
the utility bill, and too poor to buy a new car, a new house,  or to go
out to eat twice a week. People with low incomes donate a higher
percentage of money to charity than people with high incomes.  Given the
opportunity, most Americans will opt to pay the lower end of a sliding
scale, because most of us seem to believe that we do not have enough, no
matter how much we have.   I think my personal comfort about individual
sponsorship of particular projects on a community's wish list would
depend on the people involved, and whether a big focus was centered on
people who could not contribute at a certain time, as well as those who
contributed extra at a particular time.
