In our community there are some members who feel they have special circumstances and don't feel that community standards apply to them.

I have seen trash accumulated next to a person's residence, and when I call attention that there is trash piling up in the community, that person feels that I am picking on her. In the past, she and her neighbor allowed their dog enclosures to be cluttered with numerous dog droppings. When I published a note to the community that there are dog enclosures full of dog droppings, again I was accused on picking on them.

Another person allowed her dog to wander around off leash (we have a leash rule) depositing droppings here and there (not picked up). That same dog even attacked another dog on leash resulting in injury needing vet's care. When asked to refrain from letting this happen, the owner didn't feel that our rule was necessary or that it did not appy to her because of special dispensations she thought she was entitled to.

Since none of these problems was brought up for discussion (too politically sensitive), nothing was resolved.

I'm researching consequences in various cohos. What happens in your community when a member doesn't do her work requirement, or breaks a community rule, or repeatedly doesn't pick up dog poop, or fails to pay an assessment. I'm on a committee writing Rules & Regs for Ulster county Coho and we need some ideas. After conflict resolution is ignored or fails, what to you do then?
