I'm not living in a community yet, but my experience as a mother says that carpeting is nice for sitting on the floor and reading, but you need firmer flooring for setting up legos and blocks. My kids needed the whole floor for their elaborate designs - a table would have restricted their creativity. During rainy days you need an area for toddlers to ride their plastic vehicles up and down and up and down and up and down, to wear them out so parents can have quiet time ;-). Also if there are children, there will be spills, and clay, playdough, bubblegum and oozy blobs. Some people have nervous fits over spills and stains on carpets, so why not avoid it from the beginning by not having carpeting in the children's area. Go with something that is easily cleanable. I would soundproof the walls and ceiling, not the floor.
