I'm not clear from your description if people who cook for the smaller group 
have the option to withdraw from their group cooking duties. If people 
participating in the smaller group are allowed to get out of cooking for the 
larger group, that  could definitely siphon energy out of the community meal 
program.  In general, the more "outs" you allow to the meal program, the less 
successful it will be.
