If people are interested in DIY bike racks --- which can be a good way to test out *where* to place your bike racks, before installing something more permanent and expensive --- I've noticed over the years that at the Burning Man festival, people do a very good job of coming up with quick, dirty, & portable methods, as well as temporary shelters of all kinds. Where I live (Portland, Ore.) people use the necessity of building bike racks as an excuse to create or commission interesting, sometimes whimsical artwork. It might be something that the community could get enthused about, especially the teenagers. In essence, you can use the idea of a bike rack to get your community to design and/or make public art. And then they will be committed to seeing that the racks/art are used properly and maintained well. Pride in ownership and all that. If your location is generally safe, you can use wood instead of metal for racks.
