A company here in Minneapolis makes a wide range of bike racks including some that store bikes vertically to save space and some of those slide side to side once they are hung to be even more compact - suitable for long term storage. They also make custom and whimsical ones. Dero Bike Racks http://www.dero.com/ Dero only makes racks and related and was started by bicyclists. They feel to us like part of the communiy. I think a range of rack types is appropriate. Hanging ones or stacked ones for people who can use them. I think assigned spots for most people would help keep things organized. I made the racks for our bikes. But they are unique. I ride a short wheelbase, underseat steered recumbent bike and the "rack" simply supports the seat back so it sits vertically. My wife's recumbent tadpole trike is also stored vertically against the garage wall with a hook holding the top against a block of wood. I have to get the trike up and down for her.
