One factor is whether or not your unit is one of those under the copper
belts, where the roof leaked considerably last winter due to ice dams.
 (I'm not certain that the process consultant objection has very much to do
with a shortage of funds, by the way.)

The HOA fees vs. cohousing fees distinction sounds like a simple and
effective way to create a sliding scale of contributions while avoiding the
endless discussion of what is a necessity and what isn't.
