Swans Market Cohousing in Oakland, CA has 20 units only one of them rented, 
currently.  We have had as many as 2 rented (10%) in the past.  Our owners have 
agreed to rent only to people who want to participate in the community and for 
the most part that has worked out well for us.  We have had a couple of short 
time renters who were not a good fit and they moved on.  Our current renter 
family is about to buy a recently available unit which makes us happy, as they 
have  been a valued family in our community for years.  We don't have a cap 
currently but lenders are reluctant to lend when the percentage of renters in a 
condo association rises above 10% so that is something to consider.
