From other correspondents, you've gotten lots of useful information about 
building membership.  I'll take a different tack, and (re)emphasize the 
importance and difficulty of finding suitable land.  By "suitable", I mean:  In 
a location you like; right size and shape for your design intent; favorably 
zoned; reasonably free of encumbrances; and affordable.  If you don't have a 
site, you should be hunting for one with the same intensity and discipline that 
you hunt for members.
