If the owner is home, they would be having guests and the host would be responsible for their guests. If there was a problem we would probably ask the owner to screen guests better or supervise more closely before asking them to stop. It isn’t the money — its the behavior and presence of continuing strangers in the community and CH. And some would object to the access to 20 children Our CH serves as the entrance/foyer for 20 or so units.
