Some dogs respond to a bark collar. These are sound activated and spray a little spray of citronella--harmless but not to dogs' liking. First time I tried on my beagle-terrier of years past, I went out the door and when I returned, he was barking in a whisper. Really. When a second dog sometimes joined us, I put the collar near the door (that's where they barked) on a little upside-down can and they both stopped barking. Doesn't always work, esp if the dog has a long neck or very thick fur. Collar isn't expensive but if they're out on a balcony, probably need one for each dog. We have a problem with barking dogs too and we don't know how to solve it. Consultants and dog trainers don't seem to be any help at all. What has helped is that the dogs have gone to Europe for a year with their owner who is on sabbatic leave. But that will only work for a year and it is not a solution that is easy to replicate.
