"emergency plan" for a cohousing community?

Hello,
Do any cohousing communities have an “emergency plan”? Specifically what to do 
if there is a safety threat to everyone from weather, fire, etc and you need to 
make sure everyone is alerted quickly? e.g. a tornado is suddenly predicted to 
touch down soon and people should go to basements, or there is a nearby fire in 
the woods and people should evacuate, etc. We can certainly have a cell phone 
“group” that could alert everyone at once but what do you have in place for 
people who don’t always look at cell/email or who keep their cell phones off at 
night etc.? Also how do you decide as to when it is truly an “emergency”?
