Have you considered Sociocracy?  Here is a system that employs consensus (which 
Sociocracy calls “consent”) but avoids the trap of “unanimity”  (which BTW is 
NOT the point of consensus — but that’s another discussion …)

There have been many postings about Sociocracy on this list.  It’s worth a trip 
to the archives.  To get started I suggest looking at the work Jerry 
Koch-Gonzalez and others are doing via Sociocracy For All:

And, of course, the foundational work in the U.S. pioneered by Sharon Villines 
in an important book:
