Relevant to the discussion of managing common resources — I did a blog post on 
Sociocracy.info last month on Elinor Ostrom’s  Eight Rules for Successfully 
Governing a Commons. Her book _Governing the Commons_ was published in 1990 
reporting on decades of her research on communal sharing. It solidified 
Ostrom’s reputation and led to her winning Nobel Prize in Economics in 2009. 

She formulated the eight rules for a successful sharing economy disproving the 
economic theory that only private property can protect resources. The post is

A short version:

1. Defined user and resource boundaries

2. Congruence with local social and environmental conditions and proportional 
distribution of costs and benefits.

3. Collective-Choice Arrangements — participants make the rules.

4. Monitoring  of users and resources, accountability

5. Graduated Sanctions start low but become stronger with repeated violations.

6. Conflict-resolution mechanisms

7. Recognition of rights by the larger community (the non-participants)

8. Nested enterprises— a place in the whole.
