We don't.

HOA is based on "percentage interest" in the property. It was a
formula that accounted for the distance from the common house, any
specialty features, and, mostly, the number of bedrooms.
It set the sales price of the homes and now determines the share of
the HOA costs.

You don't want something based on number of people--what if the house
sells to a different sized family? Or someone dies? You don't want to
recalculate everyone's percentage everytime the number of people
changes.
