We have occasionally had this problem (not with Mosaic) and whenever I’ve been 
able to track it down it has to do with the persons email provider, not the 
group-server sending the messages. Email hosts make decisions about how to 
accept traffic when they are busy. Some hosts will load messages from group 
lists last, or later. You may not notice most of the time but then suddenly a 
couple of people find themselves out of the loop.

AOL.com was famous for this. They couldn’t handle list traffic adn on some 
lists I’ve had to ask people to _please_ change their email address. From time 
to time we have had problems with EarthLink.com with time and attention (as in 
constant complaints) that has cleared up so far as we know. Hotmail from time 
to time.

It is worth the time it takes to find out if an email address is black-listed. 
Then you know more about where to look for the problem. Because my address is 
my name, it is suspect by some senders and I am occasionally blacklisted — 
ironically by the volunteer spam finders, not the commercial or institutional 
services.
