There’s really no problem w renting itself - the problem is when the homeowner 
prioritizes renting a home asap vs finding tenants who really want to live and 
work in community. There are legal issues if the community retains the right to 
approve or reject a potential tenant. Requirements that a potential renter 
attend events or participate in other ways prior to approval are unenforceable. 
A secondary issue is absentee landlords who don’t maintain their rental.
