FEMA has a basic CERT (community emergency response training) that community 
members can take. 2 of us just did this and we joined the local CERT team. Lots 
of good information to use in cohousing.  Once you have done the training,  you 
can join a team or just use the information to prepare for an emergency 
yourself. Also for evacuations with no elevator there is an evacu trac option 
(we have one for emergencies) allowing use of stairs in an emergency. Best
