One thing that helped Takoma Village relax years ago about water consumption was finding that we used far less water than other multifamily buildings. Being realistic about water use is important, no matter how much you might be able to reduce water use. We also checked all the toilets and replaced the part that cuts off water flow. Changed lawn watering to be related to rainfall when we understood that much less watering would develope a lawn with deeper roots. Also being realistic about how much or little water is used in a dishwasher vs hand washing.
