We are in the early stages of a massive project / boondoggle to bury the Central Artery and replace the ground level with some buildings and some parks. It will be an amazing accomplishment if / when completed. That will be at least 6 years and $10 Billion from now. A fine example of humanizing the city is Tom McCall Park in Portland OR, which used to be a major roadway, but is now a park on the banks of the Willamette.
