Well at Sharingwood second phase we setup a two step process.   Once 
you kick in a $5,000 deposit on an Option, you get a place in line in 
choosing your lot.  However, to keep your place in line of lot 
selection, you have to fulfill a certain number of hours per year of 
community service.  If you fail to do so, then you go to the bottom of 
the line.  Our thinking was, 1. We wanted to reward early investors, 
but 2. We wanted to insure that people committed time to the project.
