Monica, Here at Nyland we have about 14 people out of a population of 130 who are renting portions of a home from the resident owner. Many of these people (myself included) are very active in the community. Our HOA bylaws don't allow non owners to vote, but since we don't "vote" it isn't a problem. The only limiting role given to renters is that they are not allowed to participate in a decision that will have a "significant" financial impact on the community. As far as I know we do not have a defination for "significant". The community had affordability as one of it's early priorities. This was minimally achieved through having renters as a part of the community membership. Let me know if you have other more specific questions regarding this issue.
