The other issue I forgot to mention, re renters, is what say, if any, do
outside owners have in the community decisions, which will impact them if only
in terms of the rent they need to charge, or other things.  Now if the
community as a whole could own some homes and rent them......, but then the
money question gets in there.  If we had the $$ and were willing to take any
more risk, I think we'd do it.
