I can imagine that (for example) communal wine making or beer brewing, especially _enjoying_ the fruit of a lot of shared labour and experiment, could be quite festive. As could a shared enthusiasm for espresso. I am neither approving nor disapproving of the use of these or any other drugs in this post. If, however, JJJJandD states that there is use which _is_ fostering community in his or her own particular setting, I have no cause to doubt this to be the case--despite my judgement of the wholesomeness of such use, pro or con. Is it to the use of (unspecified) drugs that you take exception? Or the claim that it fosters community at this place? Or the making of that claim in this forum? You are not clear. I hope you are not suggesting that addictivity _in itself_ is reason to take exception to their communal use, for coffee certainly falls into the class of addictive substances, but I think coffee clatches can be a delightful social (and socially bonding) activity.
