I think this is really a good track to follow, and is probably the only way
urban groups in the high priced areas are going to have any success.
I've found that the Housing Authority in each city is usually quite open to
helping create something. Since they are unique in each area, go to them and
ask for resources.

Although Coho has mostly ignored it, there is actually a large amount of
publications and resources on what you are doing; just keep asking around. The
ICE newsletter ("Community Economics") always lists new books on this subject.
